Support for more Oracle version or type of oracle databases

Currently, WebSphere Commerce 9 only support Oracle 12.2 Enterprise Edition. For development, this requirement bring huge development database cost to the customer, especially, the development is big.

I suggest to support more other type and version of Oracle databases, e.g. Oracle 18c Express Edition, which is free for development, just comes with some CPU restriction. This will completely eliminate Oracle license cost to development.

Also Oracle CDB/PDB can help to replicate WebSphere Commerce database, without running build database scripts or imp/exp job and solving complete schema naming convention issues.

As PoC, we have already tried Oracle 18c Express edition with PDB. It works fine for OOTB stores and functionality.

Can IBM test and certify more Oracle database for WebSphere Commerce v9?

Not only do we want to support Oracle 18c XE but we would like to support PDB/CDB.  This would be very beneficial to multitenant sites.
