VISA has a new mandate regarding refunds: https://usa.visa.com/dam/VCOM/global/support-legal/documents/new-purchase-return-vbs-10-apr-17.pdf
According to this, retailers/merchants are required to make a refund authorization call to VISA before the actual refund is issued. Currently in OMS/COC there is no support for such a transaction.
There is a financial liability for retailers not being compliant by April 2019.
How will this idea be used?
Providing support for this will make us compliant with VISA's global standards and prevent our clients from being fined for non-compliance. Some of our competitor products have already rolled out support for this.
