Add Order Optimizer Dashboard tracking for actual shipping vs. expected shipping

Add Order Optimizer Dashboard reporting to track actual shipping vs. the Order Optimizer expected shipping. Create new metrics to track how close actual shipments (from the nodes) are to what Order Optimizer assigned.
The metrics should be available in a flexible report that allows users to view aggregated at network level, subtotaled by node type (i.e. store/DC), or at the node level. Users should be able to run for flexible historical date ranges. Users should be able to view the report online in the UI or export the results. Users should be able to subscribe to an automated delivery of the report on a defined interval.
Calculating these metrics may require additional actual order shipment details to be fed into Order Optimizer; this request is assumed to include the related enhancements to Order Optimizer data inputs.
